Data center votes on the November 3 ballot.Every ban, moratorium and rezoning.

Voters in 10 states will decide 41 local data center measures on November 3, 21 of them in Ohio. Most were put on the ballot by residents through petitions. Each is listed below with what a yes vote actually does, and results will be added as counties certify them.

What is a data center moratorium?

A moratorium is a temporary pause. A data center moratorium stops a city, township or county from accepting or approving new data center applications for a set period, often six to eighteen months, while officials write rules for zoning, power, water and noise.

A ban is different: it prohibits data centers outright, with no end date. Many of the Ohio measures this year are bans on any facility drawing more than 25 megawatts, the same line as a statewide amendment that missed the 2026 ballot and is now aimed at 2027.

How many data center measures are on the November 3, 2026 ballot?

Ballotpedia counts 41 local data center measures on the November 3, 2026 ballot across 10 states, with Ohio accounting for 21. Two more are scheduled in Clarksville, Arkansas on December 1.

What happened in the data center votes held earlier in 2026?

Six local data center measures were decided before November. In every case voters chose more limits on development, either by approving a ban, moratorium or voter approval requirement, or by rejecting a rezoning or advisory question that would have helped a project.

Why does a yes vote sometimes help a project?

Referendums ask voters to uphold a decision officials already made, such as a rezoning or a development agreement. On those, yes keeps the project moving and no reverses it. The Direction column below says which way each one cuts.

What we are watching

Four places where the result will say more than the margin.

Columbus metro

Five votes around New Albany

Granville and Pataskala sit in Licking County, the same county as the Meta, Google, AWS and Microsoft cluster. Sunbury, Grove City and Ashville, where the vote is on an EdgeConneX deal, ring the same metro. Together they are the first direct test of how that buildout is landing with neighbors.

Wilmington, OH

Four rezonings on one ballot

Voters will decide whether to uphold four rezonings from Rural Residential to Light Industrial, about 546 acres in all. It is the largest single block of land any one community is voting on this year.

The 25 MW line

A statewide idea, tested locally

Conneaut, Defiance, Oregon and Sunbury in Ohio and Ottawa in Kansas would all bar facilities drawing more than 25 megawatts. The results are an early read on the Ohio amendment its backers now plan for 2027.

Madison County, IL

The other side of the ballot

Four townships will vote on advisory questions asking officials to permit new data centers. They are the largest group of pro-development questions on the ballot, and the clearest test of whether a project can win a public vote this year.

Already decided in 2026

Six votes before November, and every one went toward more limits. In Augusta Township, Michigan, 90% voted to overturn a data center rezoning.

Fights that did not reach the ballot

Not every community that tried got a vote. These are the ones we track most closely.

Coweta County, GA

A petition for a special election

Citizens for Rural Coweta last reported 11,440 signatures toward a 14,000 target for a referendum on allowing data centers as a special use. If the petition is valid, the probate court reviews it before any election is called.

Memphis, TN

A council vote, not a ballot

On 20 October the City Council rejected an 18-month moratorium on a 6 to 6 tie and passed a shorter 135-day pause instead, after an earlier meeting was halted amid protests.

Box Elder County, UT

A referendum in court

The county attorney rejected referendum petitions against the Stratos project as administrative rather than legislative. The organizers have appealed to district court.
